Questions
Why both a hex and a recess?
A hex socket on a power tool drives faster with less cam-out; the recess lets service staff remove it with a screwdriver.
Can the flange be serrated?
Yes. Serrations under the flange bite the surface and resist loosening. Note that they mark painted surfaces.
Is this available as a self-tapping screw?
Yes. Hex washer-head self-tappers are common in ducting and sheet metal. See Self-Tapping Screws.
